Chinesezjc 3057f3bb1b docs(code-runtime-python): state the empty invariant's real reason

packages/AGENTS.md:18 requires a package-specific "No runtime invariant:"
reason on an empty installer. This one described a process-boundary
implementation and real-subprocess integration tests that the package does
not carry — it ships the wire-protocol codec and its Python mirror, covered
by protocol.spec.ts and protocol-mirror.e2e.ts.

code-runtime/ — code-execution capability family

The code-execution capability seam (see capability seams): a runtime Service Definition for executing one model-written program against host-provided async bindings, capturing what it printed and returned; replaceable providers; and the tool registry's Code Mode Consumer (tools: { mode: code } — the run_code tool and the SDK generated in the loaded runtime's language). Design is in the Code Mode Agent Note. Product packages.
