creatixchu 00c2c47e19 fix(web): key the claim hint on the command name, not the claim token ...

A localized claim token (/目标 ) made the composer look up hint.目标, miss the
dictionary, and fall back to the Host's usage string. CommandClaim now carries
the catalog name beside the display token, the state projection keeps it, and
the hint lookup reads it.
