KaifAhmad1 fa3838d273 fix: re-pin softprops/action-gh-release to stable v3.0.3, not floating v3 ...

Verify Action Pins caught pre-existing drift: the mutable 'v3' tag had
moved to a newer commit than what was pinned, unrelated to this branch's
changes but surfaced because release.yml was touched. Re-pin to the
v3.0.3 point-release tag (immutable once published) instead of the
floating major-version tag, so this doesn't drift again.
