Addresses the keep-current review findings: - The settlement note's Problem/Consequences count is nine -> ten, adding the log-fragment seal to the no-fail-before enumeration (its 25 M-scale OOM is not deterministically constructible in CI); the new Decision section title now names all four mechanisms and the double blank line is removed. - README Known Limitations (en + zh) documents the 1-second dual-limit ulimit -t 1 CPU overrun being reported as worker-exit (the hard >= 2 guard cannot lower a 1-second soft to 0); pairings re-recorded and consistent.
